A native of California, Lillie R. Gray has been a resident of Jacksonville/Onslow County since 1990. She has been employed with the City of Jacksonville twice, from April 1996 to November 2001 and most recently since February 2008. She serves as the Community Development Administrator for the Community Development Division where she is responsible for administering the City’s Federal Community Development Block Grant (CDBG) program. The Community Development Division offers a variety of programs designed to assist low and moderate-income households and persons and to enhance the quality of life for citizens of Jacksonville.
Mrs. Gray has over 25 years of experience in state and local government including serving as the former Community Development Manager with the City of Wilmington. She also served as Human Resources Director with Onslow County Behavioral Health Care Services. She received her Bachelor’s Degree in Business Administration from Campbell University and she is a Certified Housing Counselor.
Mrs. Gray is a member of Abundant Life International Baptist Cathedral. She currently serves on the Board of Directors of Abundant Life Community Outreach. She is also a member of Excelsior Chapter #305 Order of the Eastern Star and Alpha Kappa Alpha Sorority, Inc. She is married to Elder Lee Van Gray, III and they are the parents of five children and one granddaughter.
